Pascal,

Probably I can help you since I have many years of experience with AC Power 
management and dimmer applications as well.
Here is the deal. If you are using the light switch circuitry the most 
important you have to keep in mind that your light bulb will never go 100% ON 
again. You always have to have some voltage stolen from it(>20V). Basically 
what you were asking is a very wide range switching PWS. Actually if you'll 
control that light bulb electronically and while the bulb is barely on then 
your PWS input is going to see about the full 230V. The higher the light bulb 
voltage goes the less the PWS has to work since the voltage goes to the light 
bulb and not to the PWS.
I have a simple OFF LINE wide range SMPS based on a single chip for 
(5-15V,300mA).
If that is what you want please let me know and I'll send the info to you. 
This will not isolate and you have to be careful there, but I'm sure you're 
aware of that tickling feeling provided by the hot side of the Mains.

It is better to use a transformer type or SMPS power supply,
which is electrically isolated from line and neutral of mains supply
